Following the Partitions of Poland, Šiauliai gained a different coat of arms. The town grew and became an important academic and cultural centre. Also, infrastructure was fast building: in 1836–1858 a highway connecting Riga and Tilsit was designed, in 1871 a railroad connecting Liepāja with Romny was crafted.
